Pakistan is rapidly emerging as a major source of IT freelance talent for US companies. The Pakistan Software Export Board (PSEB) reports double-digit growth in IT exports annually. Pakistani freelancers have a significant tax advantage: IT and IT-enabled services exports may be tax-exempt under Pakistani law. However, you must meet specific conditions to qualify, and you still need to be registered and compliant with the Federal Board of Revenue (FBR). The IT export tax exemption
Pakistan offers a tax exemption on income from export of IT and IT-enabled services. To qualify, you must be registered with PSEB (Pakistan Software Export Board), receive payment through proper banking channels, and the services must qualify as IT or IT-enabled services. The PSEB registration is straightforward and can be done online. Qualifying services include software development, web development, graphic design, data entry, BPO services, digital marketing, and other IT-enabled services. Even with the exemption, you must register with FBR, obtain a National Tax Number (NTN), and file an annual tax return declaring the exempt income. Non-filer status carries heavy penalties including 100% higher withholding on banking transactions.

Pakistan and the US have a tax treaty that generally prevents double taxation. Under the treaty, if you perform all work from Pakistan, your income is not subject to US tax. Submit a W-8BEN to your US clients to confirm your foreign status. Since your IT export income may be exempt in Pakistan as well, you could end up paying very little tax on your US freelance earnings. However, if you earn non-IT income or do not qualify for the PSEB exemption, you will pay Pakistani income tax at progressive rates from 2.5% to 35%.
Receiving USD in Pakistan
Pakistan has strict foreign exchange regulations. Receive payments through official banking channels only. Popular methods include Payoneer (very popular among Pakistani freelancers), direct bank wire transfer, and Wise. Freelance marketplace platforms like Upwork and Fiverr also offer direct bank withdrawal to Pakistani accounts. Cryptocurrency is not a legal payment channel in Pakistan. The State Bank of Pakistan requires that freelance export earnings be surrendered through the interbank market. Keep all bank statements and proof of foreign remittance for FBR filing.
